Community Development District FAQs

What is the difference between a CDD and an HOA? An HOA, or Homeowners Association, is accountable for enforcing the deed restrictions and overall neighborhood conditions and regulations. A monthly, quarterly or yearly HOA fee, per homeowner, is used to enforce architectural review guidelines, and can be used for specific committees or social clubs (i.e. gardening, happy hour, yoga, etc.) within the neighborhood and is paid separately from your mortgage or property taxes. The CDD is a government entity whose purpose is to finance, build, operate and maintain community-wide infrastructure elements, improvements and services for the benefit of the residents. CDD fees are included in the annual property tax bill as part of the non-ad valorem assessments.

What is a CDD? A Community Development District (CDD) is a local, special- purpose government entity. Created pursuant to Chapter 190 of the Florida Statutes, a CDD’s main powers are to plan, finance, construct, operate and maintain community-wide infrastructure and services specifically for the benefit of its residents.

The CDD is governed by a five-member Board of Supervisors (Board) elected initially by the land owner/ developer. As the community gets closer to build out, the Board will be elected by majority vote of the resident electors in the community. A professional manager implements the policies of the Board. How do residents benefit from a CDD? The CDD makes it possible for the community to offer the most desirable elements of a master-planned community. Residents enjoy high-quality infrastructure facilities and services with the comfort and assurance of knowing that the standards of the community will be maintained long after the developer is gone. With a CDD in place, residents are assured of the ability to control quality and value for years to come. CDD fees are collected through ad valorem taxes every year to ensure consistent funding for high quality maintenance of infrastructure and amenities. Until the community is fully built out, the developer funds all maintenance budget shortfalls.

Is Tributary located in a good school district? Yes, Tributary located in the top-performing Nassau County School District. Nassau County schools consistently achieve A-rated status year after year. The three schools zoned for Tributary are Wildlight Elementary, Yulee Middle and Yulee High School. Will there be a future school within the community? GreenPointe has donated land for a new Nassau County public school adjacent to the community. The School District will determine what grade levels the new school will serve in the near future. How close is Tributary to shopping and dining destinations? The community is located in close proximity to several commercial centers along SR 200/A1A which offer a variety of shopping and dining options, including a Publix just four miles east of Tributary. Plus, the historic town of Fernandina, Amelia Island and the popular River City Marketplace are only minutes away. What nearby medical facilities are available to the community residents? Tributary is located just minutes from a host of new state-of- the-art medical facilities within Nassau County. UF Health, Baptist Health and Memorial Hospital offer a wide range of health services to the public. The nearby River City Rehabilitation Center will serve senior residents with both short-term and long-term care solutions. What internet and cable providers are available to Tributary residents? The community is equipped with the latest fiber-optic internet and cable connectivity lines from AT&T and Comcast. Residents are also free to subscribe to other providers if preferred.

Are golf carts allowed within the neighborhood?

What is the overall size of the community? The community spans 1,550 acres of naturally wooded forest that is surrounded by state-protected nature preserves and flowing waterways. Conservation areas can be found throughout the community to enhance wildlife habitats and sustainable water quality practices. Future phases will be announced as the community grows. What amenities will be available within the community? Tributary offers homeowners ready-to-enjoy amenities, such as a resort-inspired pool, fitness studio, pickleball courts, tot-lot, open playfield, and dog park. As expansion of the community continues, residents will soon have access to miles of interconnected trails and a kayak/canoe launch to Boggy Creek. Will kayaking/canoeing be allowed within the community? Yes, The Landing at Boggy Creek will feature a kayak/canoe launch for Tributary residents to enjoy fun-filled days on the water. Timing for this amenity will be announced at a future date. Does the Tributary community have access to the Nassau River? The community borders Boggy Creek and the Nassau River. Preliminary plans include a future park with access to the Nassau River and a kayak/canoe launch to Boggy Creek that leads to the Nassau River.

Will there be a direct connection to Tributary Regional Park from the community? Yes, Tributary will have direct trail access to Tributary Regional Park once construction is complete. There is also access and parking via Edwards Road. Are there any state parks or natural destinations near Tributary? There are many natural destinations near Tributary, best highlighted by the 13,106-acre Four Creeks State Forest. The state park borders the west side of the community and is home to a bevy of fun activities including hiking, biking, hunting, fishing, canoeing, kayaking, nature study and horseback riding. What features/amenities will be available at Tributary Regional Park? Tributary Regional Park is currently planned to feature multi-use playfields, nature trails, baseball fields, a playground and pavilion, concessions and a riverfront boardwalk with kayak launch.

Tributary is not registered as a golf cart community. Residents may use registered, licensed and properly equipped low speed vehicles (LSVs) on roadways within Tributary. Carts are not allowed on sidewalks or multi-use paths. Can I store a boat or RV in Tributary? The community does not allow the storage of boats or RVs within the community per the HOA guidelines. Although, there are a variety of storage facilities located within 5 miles of the community. Does Tributary have a Homeowners Association (HOA)?
